(PASADENA, CA) – On Friday March 20, 2026, at 10:00 a.m., the California State Assembly Banking and Finance Committee will hold an Outcomes Review Hearing on AB 238 (Harabedian & Irwin), the Mortgage Forbearance Act, at Pasadena City College. Members of the public — particularly Eaton Fire survivors and community members affected by the wildfires — are encouraged to attend and observe the hearing. Those interested in attending are asked to RSVP in advance. Community members may be selected to present on their experience during a hearing panel. Those interested should submit their story here. Public comment will also be taken during the hearing.

AB 238 Outcomes Review Hearing – Mortgage Forbearance Act

The hearing will review how the law worked in practice following the 2025 Los Angeles wildfires, including the experiences of Eaton Fire survivors and other homeowners impacted by the disaster as they navigated mortgage relief and recovery.
AB 238 was enacted to provide mortgage relief for homeowners affected by the wildfires. The law allows eligible borrowers to request up to one year of mortgage forbearance, giving families time to recover without the immediate pressure of mortgage payments.
The legislation also includes key consumer protections, including:
- Prohibiting lump-sum repayment requirements at the end of forbearance
- Credit reporting protections for borrowers who access relief
- Requirements that mortgage servicers provide clear information and process requests in a timely manner
The hearing will examine data on homeowner participation, mortgage servicer compliance, and broader recovery trends following the fires. Legislators will also hear testimony from Eaton Fire survivors and other impacted homeowners about what worked, what challenges they faced when seeking relief, and where improvements may be needed.
